NSSF asks to value Temangalo land

THE chief government valuer has started the evaluation of the land bought by the National Social Security Fund (NSSF) in Temangalo, Wakiso district.

THE chief government valuer has started the evaluation of the land bought by the National Social Security Fund (NSSF) in Temangalo, Wakiso district.

Lands ministry permanent secretary David Gabindadde Musoke said early this month, NSSF requested to have the land valued for purposes of stamp duty payment.

Stamp duty is a percentage of the land value determined by the government valuer. It is paid to the Government for the purpose of transferring land.

“The process of transfer has began by NSSF requesting my ministry to carry out the evaluation of the property on the land,” Musoke said.

However, he regretted that his office did not have enough staff to do the work.

After debating the investigation reports, Parliament directed that the land be transferred to the Fund.

Musoke said the valuation would only be done on the three plots measuring 247.24 acres that had not been transferred.

This is part of the 463 acres of land that was sold to NSSF by businessman Amos Nzeyi and Arma Limited, a company linked to security minister Amama Mbabazi.

Three other plots were transferred earlier before Parliament started investigations into the purchase of the land.

Asked why all plots were not transferred at the same time, Musoke said the three plots could not be transferred because NSSF had a caveat on them.

Although the land was fully paid for, Nzeyi insisted that he owned 104 acres of land on Plot 12. This part of the land also includes the residence of Nzeyi and other properties.

The implication of this is that despite the fact that NSSF paid for the land on March 10, 2008, the Fund has not received vacant possession of it as required by both the agreement and the law.

Musoke said the evaluation would include all the properties on the land, including Nzeyi’s residence.
