President summons MPs over NRM paper

PRESIDENT Yoweri Museveni has summoned four MPs over a paper they co-authored on the performance of the National Resistance Movement in last year’s general elections.

PRESIDENT Yoweri Museveni has summoned four MPs over a paper they co-authored on the performance of the National Resistance Movement in last year’s general elections.

One of the MPs, Margaret Muhanga,yesterday confirmed that they had travelled to the President’s upcountry home in Rwakitura.

“We have just reached Rwakitura. We are meeting the President over our paper,” Muhanga said.

The three other MPs are Frank Tumwebaze (Kibale), Chris Baryomunsi (Kinkizi East) and David Bahati (Ndorwa West).

The paper was titled ‘Confronting NRM political challenges; drawing lessons from the recently concluded elections.

It was presented to the NRM Parliamentary Caucus at a meeting chaired by Museveni in November.
However, Muhanga said they would come up with a working paper.
She revealed that during the caucus meeting, Museveni said he had 11 points to add to the paper.

The MPs noted that their objectives were to generate debate on the NRM political challenges and build consensus on the way forward.

They also wanted to reflect on the experiences of the elections and draw lessons from them and give a critical analysis of the party’s performance.

With 59%, the MPs said the NRM could have performed better in the the February 23, 2006 presidential elections which Museveni won.

The Forum for Democratic Change candidate, Dr Kiiza Besigye, followed with 37%. The MPs said the NRM lacked a strong cadre network.

According to the four MPs, the NRM did not invest time in political research to establish the concerns of Ugandans before the campaigns. They noted that the Forum for Democratic Change beat the NRM in campaign propaganda.

The legislators also believe that as Besigye used the media to sell his party, the NRM took the voters for granted.
They said the NRM campaign structure was not well-coordinated and integrated.
