Anti-corruption body attacks ministry on PLE

THE Anti-Corruption Coalition, Uganda has condemned the education ministry for concealing information about the best candidates in last year’s Primary Leaving Examination.

Geoffrey Rwakabale, the national coordinator, accused the Uganda National Examination Board of conniving with the ministry to deny the public the right to information.
He said withholding information was unconstitutional.

Rwakabale asserted: “Every citizen has the right to access information possessed by the State or any other organ of the State. It is only when the release of the information is likely to prejudice the security of the state that it can be withheld.”

He claimed the ministry was concealing poor performance in UPE schools.

Rwakabale advised the ministry to involve technocrats if the Universal Secondary Education scheme was to suceed.

“UPE was developed by politicians and that is why the performance is poor.”

Rwakabale made the remarks yesterday at their Kamwokya offices while addressing the press.
Present was Henry Muguzi, a programme officer.

The education ministry released PLE results last week but declined to name the best 10 pupils per district, arguing that it encouraged examination malpractices.
