THE Government has given the Police additional resources amounting to sh960m to carry out investigations into those implicated in the Global Fund scandal.

The white paper, released by the Prime Minister on Tuesday, gave the Criminal Investigations Department (CID) six months to probe the former three health ministers, the project managers, officials of the ministry of health and over 300 recipients, after which the Director of Public Prosecutions has to decide whether or not to prosecute them.

“The additional resources are for the joint investigation and prosecution team, consisting of the CID and the DPP (Director of Public Prosecutions)”, said the Inspector General of Police, Gen. Kale Kayihura.

Key players in the Global Fund probe met yesterday to draw up a work plan, identify the cases and draw up a budget. The morning meeting was held in the office of the DPP, Richard Butera.

It brought together personnel from the office of the Inspector General of Government, the Auditor General, a team of top crime busters that included the Commissioner of crime, Edison Mbiringi, and the officer in charge of the fraud squad at CID, John Bwango, led by deputy CID director Okoth Ochola.

The investigations will reportedly be conducted by six teams of top fraud detectives, each backed with an auditor and an attorney. They are expected to travel all over the country, visiting and interrogating fund beneficiaries.

“The work is enormous but the teams will be properly facilitated, with the necessary logistics,” a source said.
