THE Electoral Commission (EC) and leaders of Pallisa district have instituted tough measures to ensure a peaceful, free and fair by-election for the LC5 chairperson.

THE Electoral Commission (EC) and leaders of Pallisa district have instituted tough measures to ensure a peaceful, free and fair by-election for the LC5 chairperson.

“It will not hesitate to nullify results from polling stations where cast ballots exceed the registered number of voters or where people complete voting before the prescribed time,” the EC chairman, Dr. Badru Kiggundu, said yesterday.

The commission warned candidates and their agents against acts of bribery, manipulation of voters, violence and language likely to incite the people.

Dr. P. Mutono (NRM) and Issa Bantalib Taligola (independent) are contesting for the district seat following the nullification of the previous election by the court due to illegal practices and electoral offences.

A meeting held by the Pallisa MP Louis Opange, Kibuuku MP Saleh Kamba, the candidates and their agents resolved that presiding and other officials, who were cited in the election malpractices, be excluded from participating in the by-elections.

It was also resolved that the polling officials be recruited from within the district and be thoroughly trained, along with the polling agents for the two candidates.

The Police chief, Willis Mutabingwa, assured the voters of maximum security during the by-election.
