Police start Global Fund investigations

INVESTIGATIONS into the alleged mismanagement of the Global Fund in which money estimated in hundreds of millions of shillings were lost, have started.

The Cabinet early this month released a white paper on the scam and ordered the criminal investigation department, the Inspector General government and the Director of Public Prosecution (DPP) to launch investigations into the fund.
The probe is being led by the DPP, Richard Butera, who confirmed that investigations had begun but refused to divulge details.

“What is important to know is that the investigations have started but how far they have gone and issues to do with our work plan, leave that to us,” Butera said.
He said revealing details would jeopardise investigations.

“This is a sensitive case and you people cannot sieve your readers. There is a danger that you may publish the information which will land in the hands of people we want. There are people out there with different intentions and machination who may be interested in blocking the whole process.”

Just after the Cabinet released its white paper, several institutions met to draw an investigation work plan. They agreed that the investigations be conducted by six teams of senior fraud detectives, each backed with an auditor and an attorney.
They are expected to visit and interrogate beneficiaries of the fund countrywide.
Some of the big people recommended for investigations with a view to prosecution by the white paper are former ministers Jim Muhwezi, Capt. Mike Mukula and Dr. Alex Kamugisha.

The Criminal Investigation Department has been given six months and an additional budget of sh960m to investigate those implicated in the Global Fund scandal.

A total of 300 agencies, which were Global Fund recipients, were told to refund the money misused
