THE Government is to pay sh24.5m to four people who were tortured by UPDF soldiers and other government security agents. The Uganda Human Rights Commission tribunal in Gulu, presided over by commissioner Constantine Karusoke, on Wednesday awarded the compensation to Alex Madarara, Christopher Ouma, Nixon Odongmon and David Oculi.

Madrara will be paid sh18m for injuries he sustained in 2003 when an unnamed district internal security officer assaulted him. Ouma is to receive sh3m for illegal detention and torture by soldiers.

Odongmon, court ruled, should be paid sh2m for being illegally detained in Palukere military barracks in Atiak, Gulu, while Oculi was awarded sh500,000 as general damages for the violation of his right to personal liberty.

Oculi was arrested in February 2002 in Apac district by UPDF soldiers and detained at Akalo army detachment. He was awarded the least money because the tribunal did not find substantial eveidence to prove his claims.

Karusoke said the awards carry interest at the High Court rate from the date of the ruling until the payments will be made.
