Police explain Mbiringi suspension

The former commissioner of Police in charge of crime at the CID headquarters, Edson Mbiringi, was suspended for insubordination and professional misconduct and not for summoning the Principal Private Secretary to the President, Amelia Kyambadde, the Police said yesterday.

The former commissioner of Police in charge of crime at the CID headquarters, Edson Mbiringi, was suspended for insubordination and professional misconduct and not for summoning the Principal Private Secretary to the President, Amelia Kyambadde, the Police said yesterday.

“The officer concerned has been suspended from duty pending the outcome of the investigation in accordance with the rules and regulations in the Police,” said Asan Kasingye, the public relations officer. “This is the second time the officer has been suspended over allegations of professional misconduct.”

The allegations against Kyambadde, he added were being investigated and the suspension of the officer must “not be misrepresented that there is any inclination to cover up the case.”

Kasingye said Mbiringi was the commissioner of Police for crime at the CID headquarters, and not an assistant Inspector General of Police (IGP) as was reported in the media.

He said the Police procedures require that certain aspects of investigation involving holders of public office, like permanent secretaries, be coordinated through the IGP, after a brief from the line directorate.

“In the instance quoted in the story, the acting director of CID, Okoth Ochola, had specifically instructed the officer to first brief him on the case under investigation, after which the IGP would be requested to sanction any proposed course of action,” he observed.
