Gulu district in financial crisis

GULU district is facing a financial crisis that has stalled the construction of an administration block, which started in 2001. Construction of the block was estimated to cost sh458m. The constructor, Jacks Family Building Company, abandoned the work sometime last year due to non-payment.

GULU district is facing a financial crisis that has stalled the construction of an administration block, which started in 2001. Construction of the block was estimated to cost sh458m. The constructor, Jacks Family Building Company, abandoned the work sometime last year due to non-payment.

Alex Otim, the district secretary for works and technical services, recently said: “We expected to complete this building by 2004, but due to money problems we have failed. We are trying to solicit for financial support from development partners.”

Otim said they needed about sh100m to complete the building.

He said the funds for constructing the block were coming from the local revenue, adding that since the graduated tax was scrapped, the district could not raise enough revenue.
