A ROW has emerged between Edward Galabuzi, the former chief administrative officer (CAO) of Mukono and the LC5 chief, Francis Lukooya over reinstatement.

A ROW has emerged between Edward Galabuzi, the former chief administrative officer (CAO) of Mukono and the LC5 chief, Francis Lukooya over reinstatement.

This follows a letter Galabuzi wrote to the acting CAO, Grace Watuwa, explaining his reinstatement. In March, the Ministry of Local Government ordered Galabuzi’s removal from office by the Public Service Commission.

However, in his letter dated June 25, 2007, Galabuzi said the commission rescinded its decision.

“I have been reinstated to the office as per communication ref.LG/10080 from the Ministry of Local Government,” he said.
In the letter also copied to Lukooya, Deo Nsereko, the Resident District Commissioner and the district speaker, James Kunobwa, Galabuzi said he was ready to report for duty.

On June 27, however, Lukooya wrote to Watuwa, asking her to ignore Galabuzi’s “letter of self-reinstatement into service”.
“CAOs are posted to the district by the Ministry of Local Government. They are not self-appointed,” Lukooya said in the letter copied to the local government minister, Maj Gen Kahinda Otafiire and the permanent secretary.

Lukooya told The New Vision that he would not allow Galabuzi to enter office because he had failed to work with the district council. “I have heard that he (Galabuzi) plans to come back to office. For as long as I am the district boss, he will not come back,” he said.

Instead, Lukooya urged Galabuzi to apply for a job in another district. Attempts to contact Vincent Ssekono, the local government permanent secretary were futile.
