We are sidelined in development â€" PWDs

PEOPLE with disabilities (PWDs) are disappointed over what they call failure by some local councils to include them in development programmes. “In some local councils PWDs are sidelined and as such remain in abject poverty,” Christine Nsungu, the LC5 women councillor for PWDs said.

PEOPLE with disabilities (PWDs) are disappointed over what they call failure by some local councils to include them in development programmes. “In some local councils PWDs are sidelined and as such remain in abject poverty,” Christine Nsungu, the LC5 women councillor for PWDs said.

Nsungu was speaking at the closure of an orientation workshop on Participatory Development Management (PDM) at the YMCA Conference Hall recently, where she represented the LC5 chairman, Hannington Basakana, also a PWD.

Rachael Nassaazi, the programme assistant, said PDM would be extended to cover the entire district this financial year.

PDM was initially implemented in one sub-county in each of the eight pilot districts which include Arua, Busia, Jinja, Kabale, Kalangala, Lira, Masindi and Mukono.

Richard Gulume, the LC3 chairman of Mafubira subcounty noted that the programme had bridged the communication gap. “We now have village and parish action plans and a data bank where we can get information.” He said each village has a trained facilitator.

Nassaazi said they plan to provide each of the participating sub-counties with computer facilities and solar power equipment to ease their operations.

PDM aims at empowering the local population to participate effectively in the planning and management of development progammes.

The workshop was organised by the Ministry of Local Government in conjunction with the United Nations Development Programme. It was attended by LC3 and 5 councillors from 11 subcounties, technical staff and heads of departments.
