THE Cabinet has directed the education ministry to renew Wasswa Balunywa’s contract as principal of Makerere University Business School (MUBS) from May 2003 to May 2008. The education state minister, Gabriel Opio, told MPs on Monday that the decision was based on the Attorney General’s guidance backed by the University and Other Tertiary Institutions Act.

The Cabinet asked the permanent secretary to write to the Education Service Commission to effect the extension. The Attorney General’s advice was based on sections of the Constitution which established MUBS as a public tertiary institution and state that such an institution shall be headed by a principal, appointed by the Education Service Commission.

The ruling reverses an earlier appointment of Balunywa as the vice-chancellor by a MUBS ‘senate’.MUBS and Makerere University have for a long time been involved in a row, with Makerere opposed to MUBS’ quest for autonomy.

When contacted after the announcement, Balunywa said he was not interested in serving as the institution’s head after the expiry of the extension.

“I will not seek reappointment. It seems I am the problem. When I leave, I hope the situation will get better,” he said. Balunywa’s decision comes after Opio told MPs that Cabinet last week decided that MUBS remains an affiliate college of Makerere University.

But Balunywa said: “I am not happy with the Cabinet’s decision. MUBS has always been mistreated by Makerere. But what I can do? I do not own the institution.”

On his plans after office, he said: “I was trained to teach. I enjoy teaching. I will continue teaching at MUBS.”
