Museveni launches manifesto

NRM presidential candidate Yoweri Museveni launched his manifesto yesterday. Museveni, who is seeking a third term, urged Ugandans to vote for him so he can participate in shaping the East African Federation in 2013 and strengthen African unity based on prosperity for all.

NRM presidential candidate Yoweri Museveni launched his manifesto yesterday. Museveni, who is seeking a third term, urged Ugandans to vote for him so he can participate in shaping the East African Federation in 2013 and strengthen African unity based on prosperity for all.

Addressing NRM leaders at the Kampala Sheraton Hotel decorated with the yellow NRM colours, Museveni, who has been on a campaign trail in western Uganda, drew cheers when he warned neo-colonialists. He said he did not oppose the lifting of term limits in the recent amendments to the 1995 Constitution because he wanted another term. “As one of the junior veterans of the struggle for African independence, I want to help our forefathers like Nyerere and Kenyatta who fought for African integration,” he said.

“It would be a disaster for Africa if this generation of leaders fails to realise the cherished dream of our ancestors. It would be tragic to leave Africa in this weak state. I hear some of them saying Museveni should go. Go where? I beg your pardon? The NRM strategy is to make Africa strong to defend our interests.”

He said in the next five years, he would work with other African leaders to consolidate the East African Federation.

He said there was need to implement the Amos Wako (Kenyan AG) roadmap that envisions one presidency by 2013.

He said integration would check re-colonialisation. “They have contempt for Africa. They think we are children. Look at the way they give us lectures. They treat us with a paternalistic attitude. This is a reflection of African weaknesses. They can’t bully the Chinese yet the Chinese are still as communist as they were in the past. But they have nationalistic leaders. Africa needs to build a critical mass like China,” Museveni said.

He said he would consult his African colleagues with a view to moving a resolution to empower Africa to collectively resist re-colonisation of the continent. “We are consulting with my colleagues to take a common position to defend Africa’s sovereignty,” he said.

He warned his rivals in the presidential race against sectarianism, abusive language and hobnobbing with terrorists.

He said, “Uganda is no longer on the list of countries that used to get money from the IMF (International Monetary Fund) because we are now able to stand on our own and we shall do it better especially after asserting independence in certain areas. In the past, we listened to foreigners giving us lectures and we made mistakes,” he added.

“We were paralysed by MPs who joined the FDC. But I warn that if anyone makes any fujo tutamupiga mara moja (cause chaos, we crush you). We now have the means including a well-trained human resource and hardware. We have total peace in Uganda and our economy is growing at more than 6% in spite of high global fuel prices.”

He said he did not mind advice but he would not let anyone order him how to run his home.

He said, “No way will I allow that nonsense. There should be no go-areas for foreigners like in politics, defence, foreign affairs. Nyerere said in the 1960s that we should not allow our friends to determine who our enemies should be.”

The 121-page manifesto has five chapters on good governance, quality of life, the economy, regional integration and strategic interventions.

The NRM promises good governance centred on the legitimacy of government based on the consent of the citizenry, respect for human rights, rule of law and to guarantee security of persons and property.

It promises an orderly and peaceful transition to multiparty politics and to annihilate terrorists.

The manisfeto promises to make the regional tier a success by making the necessary laws and providing adequate funds for its operations.

The party said it would implement zero tolerance to corruption.
It says school-age going children will be required by law to attend and keep in school until they attain a PLE certificate. It promises quality UPE and universal secondary education.
