UPE kids half-baked â€" Bwanika

INDEPENDENT presidential candidate Abed Bwanika has criticised NRM candidate President Yoweri Museveni for introducing the Universal Primary Education (UPE) programme that produced “ half-baked children”.

INDEPENDENT presidential candidate Abed Bwanika has criticised NRM candidate President Yoweri Museveni for introducing the Universal Primary Education (UPE) programme that produced “ half-baked children”.

Bwanika was on Saturday speaking on Impact Fm Radio station, where he boasted of having support in Western and Eastern Uganda.

He said he would raise the teacher-to-pupil ratio under the UPE programme, if elected as President.
“I will introduce a students’ loan scheme at Makerere University to help poor students. I will introduce technical institutions to equip students who may have dropped out of school due to fees problems,” he said.

He promised to raise teachers’ and civil servants’ salaries in order to improve their livelihoods.

He attacked individuals in the Government who misadvised the President to seek a third term in order for them to steal government funds.

“I will ensure that mobile hospitals are in place. Each sub-county will have health units to move services nearer to the poor people,” he said.
“I hail President Museveni for leading us for the last 20 years but you could even see him that he is tired and needs to rest,” Bwanika said.

He criticised the recent introduction of Bonna Bagaggawale (wealth for all) programme by the President, saying it aims at making people poorer.

He said for the last 20 years, Museveni has been advocating for poverty reduction, but he has failed and cannot do it in the coming five years.

“I advise you to engage in programmes that will help you fight poverty in the households. When I get into power, I will ensure that I revive co-operative societies,” he said.

He pledged to ensure that the agriculture sector gets more funding because it is the country’s backbone. He also said Uganda has great tourist potential.

Bwanika warned other parties against fronting one candidate to oust Museveni without setting a clear agenda.
