Kampala central MP candidate Capt. Edward Francis Babu yesterday paid sh320,000 to Kampala City Council to display his posters. Babu, who presented his receipt to Kampala returning officer, James Sseggane, said he was free to campaign. Sseggane said candidates who do not pay would have their posters removed.
