URA in revenue shortfall

UGANDA Revenue Authority’s (URA) January collections increased by sh24b to sh169.1b from 145.1b during the previous period.

This was, however, below the sh170.2b target, URA said in a report.

“Uganda Revenue Authority in the month of January 2006 collected sh169.1b against a target of 170.7b. This represents a shortfall of sh1.6b and a performance level of 99.05%.

"A comparative analysis reveals that there was a 16.5% growth in collections since last year for the same period, up from sh145,152,158,706,” said the report. Paul Kyeyune, URA’s public and corporate affairs manager, blamed the shortfall on increased refunds by the tax body.

“Last month’s shortfall is attributed mainly to refunds which have gone up from sh2.72b in January 2005 to sh7.13b for the same period in 2006. The refunds are usually made on VAT, withholding tax and income tax.

"But the modernisation of systems and compliance by taxpayers improved collections as compared to January 2005,” he said.
