THE education ministry has launched a handbook to guide School Management committees (SMCs) in monitoring primary schools.
The 40-page handbook outlines roles, responsibilities and obligations of SMCs in implementing policies concerning primary education.
Launching the handbook on Thursday at Bishop Willis Teachers College in Iganga, education minister Namirembe Bitamazire warned headteachers and Parents Teachers’ Associations against undermining the role of the committees.
“Many of them feel threatened, have a negative attitude and are not comfortable with SMCs. Some headteachers bully members in these committees when they ask them questions, which they cannot answer. You need to appreciate the powers and authority of the SMC at your respective schools,” she said.
Bitamazire said SMCs were empowered by law to ensure enhanced performance in schools.
She said although the Government had registered tremendous expansion in education, there was lack of initiative at the district levels.
The acting director of education, Sam Onek, challenged the SMCs to be accountable in the day-to-day administration of primary schools.
“What happens in the school will be a measure of success or failure,” he said (Related story on P9).
