When Edmond Rugunda became distrustful of his wife, he got a computer printout of his wife’s mobile phone number 0772419333 and after studying it, realised the diplomat had called her the most, the Police said yesterday.

“He became suspicious of that number 0782786757 (and) when he scrolled the phonebook in his wife’s phone, he came across that number in the names of Ngarambe,” the statement, signed by assistant spokesman Patrick Onyango, said.

It said Rugunda’s doubt was heightened when “some time back” he found his wife with Ngarambe in Ntinda, a Kampala suburb, eating pork. “He was suspicious of their association,” the Police said.

The Police said their statement was meant to shed light on the arrest of the diplomat and Ngaizi “in order to give a true picture of what happened.”

Rwanda media said that the diplomat was framed. Rwanda, in a protest note, said Ngarambe was mistreated contrary to the Vienna Convention of 1961.

The Police said Rugunda, 38, a businessman and resident of Buganda Road flats in Kampala, reported a case of adultery at Entebbe Police Station on April 1, under reference SD 31/02/04/2006. It said Rugunda and Ngaizi wed in Lourdel House Catholic Chapel at Nsambya on April 26, 2002 and have an eight-year-old son.

Rugunda reported that his wife had lately been going home late, making him suspect that she could be having a love affair with another man. On the day of the arrest, Ngaizi told her husband that she was going to a graduation party but did not indicate the venue. The Police said, “When the wife informed him that she was leaving for the party, Mr Rugunda hired someone to trail her, and the trail led to Entebbe Windsor Hotel.

“The OC Entebbe police station, Karaki, gave him two detectives to proceed to the hotel and investigate the matter. After 30 minutes, OC station Entebbe Police got a call from one of the detectives that they had got two suspects in Room 220 but they needed reinforcement that included a lady Police officer to handle the woman suspect, which reinforcement was sent. The suspects were subsequently arrested and taken to the Police station.”

The Police said, “According to Section 154 (1) of the Penal Code Act, any man who has sexual intercourse with any married woman not being his wife commits adultery and is liable to imprisonment for a term not exceeding 12 months or a fine not exceeding sh200 and, in addition, the court shall order any such man on first conviction to pay the aggrieved party compensation not exceeding sh1,200 as may be so ordered.”

“Section 154 (2) of the Act, says, any married woman who has sexual intercourse with any man not being her husband commits adultery and is liable on first conviction to a caution by the court and on a subsequent conviction to imprisonment for six months.” The Police said on arrest Ngarambe refused to identify himself till he was at the station. After two hours, the police said, he showed his papers and was immediately released.
