ALL roads leading to Kololo Ceremonial Grounds will be closed to the public by 6:00am today, the Police announced yesterday.

They said the roads would only be re-opened after President Yoweri Museveni’s swearing-in ceremony had ended.

“VIPs with vehicles bearing red stickers will access the venue via Elgon terrace and will park in the area before the Heroes corner,” Sarah Kibwika, the regional traffic officer Kampala extra said.

She said invited guests with blue stickers and the general public would use Wampewo Avenue and park at Uganda Management Institute (UMI).

“Access to the parking ground at UMI will be through Wampewo avenue to the upper stage as shall be guided by traffic police. Exit will be through the main gate on Jinja Road,” she said in a statement.
Over 100 officers have been deployed to guide traffic at Kololo and on Entebbe road throughout the celebrations.

Deputy Kampala extra police chief Steven Kasiima said Kololo residents without stickers would be allowed to drive out but they will only be allowed back after the function.

To check on congestion and for security purposes, Kasiima said they would put up check points a distance from the venue.

Kibwika said Wampewo Avenue would be one-way from the roundabout to the ceremonial grounds.
