Mutebile has shown the way

Letter of the day<br><br>SIR — The Uganda Debt Network (UDN) applauds the decision taken by the Governor of Bank of Uganda, Mr Emmanuel Tumusiime Mutebile to forfeit sh48m in allowances he earned over six months as a member of the Commission of Inquiry into the mismanagement of the Global Fund.

SIR — The Uganda Debt Network (UDN) applauds the decision taken by the Governor of Bank of Uganda, Mr Emmanuel Tumusiime Mutebile to forfeit sh48m in allowances he earned over six months as a member of the Commission of Inquiry into the mismanagement of the Global Fund. Mutebile did not forfeit the money because he had no need for extra money.

We have many examples of people in this country who are much richer than him but who keep grabbing even the little that should go to the poor!

The challenge in his decision is the heavy moral responsibility it places on our shoulders to go beyond mere declarations and promises and take concrete steps to demand for and/or offer clean leadership and desist from actions and tendencies that perpetuate corruption and poverty in our country.

While the forfeiture of the allowances exemplary, the Governor might have served a more worthy cause if he had received the sh48m and then donated it to a deserving public facility like the Uganda Heart Institute at Mulago which needs $60,000 to purchase a machine to enable them carry out open heart surgery.

This would have come to the aid of desperate patients who have had to raise up to sh30m for operations in countries like South Africa and India.

We say this well knowing that the mere fact that the Governor has declined to take the money does not mean it will remain in our treasury coffers.

Experience in Uganda has shown that some sharks that have been eagerly waiting to lay their hands on it may simply appropriate what he has forfeited!

Well done, Mr. Mutebile, for showing the way.
