THE International criminal Police Organisation (Interpol) yesterday issued ‘Red Notices’ for the arrest of the five Lord’s Resistance Army (LRA) commanders named in ICC arrest warrants.
These are the first wanted persons for whom notices have been issued by Interpol, on behalf of the International Criminal Court.
A press statement from the ICC issued by world court said the ‘Red Notices’ include “a request to arrest and detain named individuals if found.”
The notices will be transmitted to National Central Bureaus in 184 countries.
The Interpol Red Notice system is part of its global network of law enforcement agencies, created to assist in tracing and arresting internationally wanted fugitives.
“The Red Notices are issued for the arrest of Joseph Kony, Vincent Otti, Okot Odhiambo, Raska Lukwiya and Dominic Ongwen. These individuals are wanted for trial at the ICC for multiple counts of crimes against humanity and war crimes, including murder, abduction, sexual crimes, rape and child conscription,” said the statement.
The ICC publicly unsealed warrants of arrest against the five LRA commanders on October 13, 2005 and transmitted them to the governments of Uganda, Sudan and the Democratic Republic of the Congo.
At a media briefing at the court’s headquarters in The Hague, the netherlands on Wednesday, ICC Chief Prosecutor Luis Moreno said he hoped that the governments of the Democratic Republic of Congo (DRC), Sudan and Uganda would honour their commitment to help arrest Kony.
The LRA has a base in northeastern DRC.
News agencies reported recently that Kony had accepted to hold peace negotiations with the government of Uganda; and made the offer in early May during a meeting with a senior Sudanese official.
