PRESIDENT Yoweri Museveni yesterday announced the long-awaited portfolios for the ministers due to swear in this morning.
A number ministers in the old Cabinet were switched to new ministries, giving it a slightly new look. New ministries were also created and some split or merged.
Apart from the Vice-President Prof. Gilbert Bukenya and the Prime Minister, Prof. Apolo Nsibambi, only eight ministers retained their old portfolios. Henry Kajura kept the post of Second Deputy Prime Minister and Minister of Public of Service, Sam Kutesa, foreign affairs, Beatrice Wabudeya, the Presidency, Namirembe Bitamazire, Education and sports, Dr Ruhakana Rugunda, internal affairs, Dr Ezra Suruma finance, John Nasasira works and Dr Khiddu Makubuya justice, constitutional affairs and Attorney General.
Eriya Kategaya bounced back to his old position as First Deputy Prime Minister but this time in charge of East Africa Affairs.
Veteran politician Kirunda Kivejinja was named Third Deputy Prime Minister and Minister of Information and National Guidance. He has been minister of information before.
Dr. Crispus Kiyonga moved to defence as Amama Mbabazi took over security. Kiyonga has been minister without portfolio.
Syda Bumba, who has been under fire at energy and minerals for the power crisis, has moved to gender, labour and social affairs. She is replaced by Daudi Migereko.
Adolf Mwesige was promoted to full minister for general duties in the Office of the Prime Minister, while Tarsis Kabwegyere took over relief and disaster preparedness from Moses Ali. Maj. Gen. Kahinda Otafiire replaced him in local government.
Janat Mukwaya moved from agriculture to trade and industry, while Maria Mutagamba, who was state minister for water, was elevated to full minister for water and environment. New faces in the Cabinet who are full ministers include Omara Atubo (lands, housing and urban development), Dr Steven Mallinga (health), Dorothy Hyuha (without portfolio), Hamu Muliira (Information Communication Technology), Hillary Onek (agriculture, animal industry and fisheries), while NRM party Chief Whip is Kabakumba Masiko.
Fred Mukisa bounced back to reclaim his former post as state minister for fisheries while Gen. Salim Saleh has been handed micro-finance.
Mwesigwa Rukutana moves from the powerful finance ministry to labour. Peter Lokeris who was almost permanent minister for Karamoja moves to primary education and Werikhe Kafabusa from energy to housing.
Omwony Ojwok moves from economic monitoring to planning; Tom Butime from communication to Karamoja and Richard Nduhura from local government to health.
Isaac Musumba moved from finance to regional affairs as former information minister and government spokesman Nsaba Buturo took over ethics under the VP’s office.
