The UPDA peace talks in Pece stadium in Gulu which could have marked the end of insurgency in the north were not comprehensive enough. The rebel leaders probably did not see the need of involving all the stakeholders. For instance, why was Alice Lakwena not involved in the 1988 peace negotiations?

Within weeks of signing the agreement, many brutal killers were already in Sheraton in Kampala, forgetting that the very little ones they lured or forced into rebel ranks were still languishing in the bush.
