RAKAI - The treasurer for Uganda Local Governments Association, Vincent Semakula, has lashed out at the parliamentary committee on local governments for proposing to scrap the compensation fund. Semakula, also Rakai LC5 chairman, said with the suspension of the graduated tax, the compensation fund had helped the districts in running their activities. He said this at Motel highway, Kyotera on Monday.

Unsafe blood

MBARARA - The senior medical officer of Mbarara regional blood bank, Dr. Dennis mpwereirwe, has said about 7% of the blood donated in the region monthly is not used because it is contaminated. mpwereirwe, who was on Monday addressing journalists at Mbarara University hospital, said 1% of the blood had HIV.
