President Yoweri Museveni has advised local leaders in Karamoja to stop claims that the illegal guns in the hands of warriors were for defence purposes.

President Yoweri Museveni has advised local leaders in Karamoja to stop claims that the illegal guns in the hands of warriors were for defence purposes.
“Stop wasting time with these stories. If the guns are for protection, why do you raid? You always attack Teso, Lango and Acholi. The Iteso are always cursing me because of you people. They say I am the one allowing you to attack them,” Museveni said.
He was on Saturday addressing district leaders from the five districts in the sub-region at Morulinga State Lodge in Moroto district.
Karamoja development state minister Aston Kajara, the special presidential assistant on disarmament, Mike Lote Lokawa, district councillors and leaders from Nakapiripirit, Moroto, Kotido, Abim and Kaabong districts attended the meeting.
Museveni said the resources spent in fighting cattle raids and other acts of lawlessness in Karamoja could have been used to develop the region.
“Consider the fuel consumed by the army because of you. The mambas (armoured trucks) and all tribes of vehicles. Supposing all this money was given to you, would you not solve some of those problems?” Museveni said.
The leaders, in a memorandum presented by Moroto LC5 chairman Peter Ken Lochap, said the Karimojong re-armed due to lack of security for life and property.
“Many who surrendered their guns lost livestock. This is one of the reasons why the Karimojong are reluctant to surrender their guns,” they said.
