MEMBERS of Parliament on the local government accounts committee have ordered Moyo chief administrative officer (CAO) Julius Odongkara to recover sh63m.

The committee chaired by Geoffrey Ekanya (Tororo) gave the order on Friday after the CAO admitted spending sh63m on unauthorised activities.

Financial regulations stipulate that unspent money be sent back to the treasury at the end of each financial year.

“Within one week, get this money and pay it to the Secretary to the Treasury. You deserve to be in Luzira. Get it from whatever source and pay it,” Ekanya said.

Odongkara, chief finance officer George Amori and senior accountant Natal Andi Luga were before the committee to respond to queries raised in the Auditor General’s report for the financial year that ended June 30, 2006.

The Seventh Parliament had also directed the CAO to remit the money but he said he was yet to make attempts to recover it.

“Members, this is a CAO whose other name is ‘attempt’. I am so disappointed,” Ekanya said.

Odongkara was also grilled over a sh176m revenue shortfall. He told MPs the shortfall was due to the political situation in Nebbi.

“You do not account for funds verbatim, you present figures,” Ekanya told the CAO, as the committee charged him sh2m for failing to present the necessary documents.
