THE Rukungiri chief administrative officer (CAO), Frank Ntaho, has been ordered to recover sh160m.

The parliamentary local government accounts committee chaired by Geoffrey Ekanya (Tororo) on Tuesday directed Ntaho to recover the money after he admitted that he paid district councillors sh24m consolidated monthly allowances for mobilisation, which is against the law.

Ekanya said, “The financial regulations do not allow councillors to receive allowances for political campaigns. They are paid 15% sitting allowances only. Recover sh24m from their sitting allowances within six months and deposit it on the consolidated account. If you fail, it will be recovered from your salary.”

Ntaho, chief finance officer Alfred Rwobushera and the clerk to the district council, David Muhwezi, were appearing before the committee to respond to queries in the Auditor General’s report for the 2000/2001 financial year.
The MPs also directed Ntaho to recover sh15m meant for monitoring district activities, but lacked payment vouchers at the time of audit.

Emma Boona (Mbarara) said, “Rwobushera failed to give accountability to the Auditor General at the time of audit, the financial accounting regulations do not allow late submissions of vouchers after the end of the financial year. Recover sh15m from the salaries of your staff and pay it to the consolidated account.”

The committee also queried sh1.3m that was used to purchase food for Kanungu inmates but lacked accountability.
