Balunywa's contract expired in 2003

MAKERERE University Business School (MUBS) vice-chancellor Wasswa Balunywa’s contract expired in May 2003. Parliament’s Public Accounts Committee yesterday heard that the contract of Balunywa’s deputy, Julius Kakuru, also expired at the same time.

MAKERERE University Business School (MUBS) vice-chancellor Wasswa Balunywa’s contract expired in May 2003. Parliament’s Public Accounts Committee yesterday heard that the contract of Balunywa’s deputy, Julius Kakuru, also expired at the same time.

Balunywa told MPs that although his contract expired in 2003, the university had no legal instruments to renew his contract or appoint him vice-chancellor.

However, he said in 2003, the University Council resolved that he stays in office until the Government solves the legal status of the university.

He said “My contract ended in May 2003 but because of the complex issues surrounding MUBS, and lack of legal instruments in the University and Other Tertiary Institutions Act 2001, the appointing authority has not been able to renew my contract.

“However, when my contract ended, there were still no provisions for renewing my contract. I could not just leave the university. The council requested me to continue until proper appointment is done.”

Balunywa said he wrote to the education ministry about the matter but he had not yet received a reply.

Balunwya and other MUBS officials were appearing before the committee to answer queries raised by the Auditor General.

The MPs, however, rejected the minutes of the council as evidence for Balunywa’s appointment, saying the council had no powers to retain him in office.

The committee chairman, Sebuliba Mutumba, (Kawempe North) adjourned the meeting, saying the matter was serious.
