A row has erupted between the LC3 Council of Walukuba-Masese division, and Jinja municipal council over the management of funds raised from the sale of Walukuba housing estate.

A row has erupted between the LC3 Council of Walukuba-Masese division, and Jinja municipal council over the management of funds raised from the sale of Walukuba housing estate.
This follows a decision by the municipal council to spend sh117m out of the estimated sh400m generated from the sales.
Council sources said on Monday that sh100m was spent on paying part of the sh161m outstanding electricity bills.
At a meeting of the tenants committee and the residents on Sunday, it was alleged that sh10m was spent by the municipal council to pay councillors’ allowances and sh7m was paid to Kiwuwa and Co. Advocates for legal services to the council.
The Walukuba-Masese division LC3 chairman, Philip Mabunda, said on Monday the expenditure was an abuse of funds.
he said the proceeds from the sale of the houses was for constructing another housing estate.
The Jinja Municipality mayor, David Wakudumira, on Tuesday admitted that sh50m was withdrawn from the Walukuba houses account to clear part of the electricity bills.
He, however, said the rest was withdrawn from the staff houses sale account.
“It was an emergency where we picked sh50m to pay electricity bills,” he said, adding that the estate on sale belonged to the municipal council.
Wakudumira was, however, quick to explain that the withdrawal would not stall the construction of a new housing estate.
“The money from that account is to be reimbursed as soon as possible,” he said.
