FDC elects Besigye chief

THE Forum for Democratic Change (FDC) yesterday chose Col. Dr. Kizza Besigye as interim national chairman.

Besigye replaces his deputy in Reform Agenda (RA), Sam Njuba, the National Democrats Forum (NDF) leader, Chapaa Karuhanga, and Ruhama MP Augustine Ruzindana, who were co-chairmen since FDC was formed mid-last year.

Besigye will now head an interim leadership to organise the official launch of the party on February 18, and organise elections at the grassroots to choose delegates to the National Conference.

He was elected by about 100 promoters who met at the party’s new home in Najjanankumbi on Entebbe Road. The interim executive, called the Transitional Council, comprises the chairman, four vice-chairpersons and five envoys.

The vice-chairpersons are Bugabula South MP Salaamu Musumba for eastern region, Maracha MP Alex Onzima for West Nile, Agago MP Prof. Ogenga Latigo for Greater North, and Prince Vincent Kimera for Buganda. There is no vice-chairperson for the western region.

“If you have the chairman as Besigye who is from the west, you cannot have a vice-chairman from the same region,” a source said.

The envoys are Eriya Kategaya, Beti Kamya, Sulaiman Kiggundu, Chapaa Karuhanga and Prof. Kanyerezi whose major task is to market the party.

However, prominent FDC promoter David Pulkol who attended the meeting, did not get a position.
The meeting was attended by about 20 MPs who included Abdu Katuntu (Bugweri), Elijah Okupa (Kasilo), Michael Ochula (Kilak), Alice Alaso (Soroti), John Arumadri (Madi-Okolo), Reagan Okumu, and Geoffrey Ekanya.

Also present was Kasiano Wadri (Terego), who is the chairman of the Democratic Party (DP) caucus in Parliament. Wadri has not formally declared whether he has left DP for FDC.

Yesterday’s meeting also discussed and endorsed the party’s constitution and a policy document that contains the economic and political programmes the party plans to undertake if it comes to power. The policy document will be made public in two days.

Njuba becomes executive coordinator deputised by Ruzindana, Okumu, Alaso and Wadri Kasiano.

Jack Sabiiti (Rukiga) takes charge of fund-raising. Muntu becomes national mobiliser while James Musinguzi Garuga is inter-party coordinator.
