FDC to start anti-Mutale youth brigade

The Forum for Democratic Change (FDC) is to establish a youth brigade to counter Maj. Kakooza Mutale’s Kalangala Action Plan (KAP), the party’s information coordinator, Wafula Oguttu, said yesterday.

Oguttu told the party’s weekly press briefing that 800 youth would be on standby to fight back if KAP caused violence.

He said the brigade, armed with sticks and stones, would work with similar groups from other parties.

“The FDC youth brigade will not allow KAP to beat them up. It will not engage in violence but KAP won’t go around beating people. If they do, we would defend ourselves,” Oguttu said.

He attacked President Yoweri Museveni for attending the KAP passout, saying Mutale did not have authority to train members.

Museveni recently commissioned 800 KAP members to promote the Movement ideology in the run-up to the elections in 2006.

Mutale, a Special Presidential Adviser on Political Affairs, trained the group.

The FDC also attacked Museveni over federo, saying he was using “night-time negotiations” with the Baganda to appease them at the expense of the rest of the country.
Oguttu said the Government must consult the entire country to get all views before an agreement on a regional government is reached.

He said a regional government for Buganda was good.

He said Museveni was dangling federo to Buganda to get support for his third term bid.
He said after they have given him what he wants, he would turn around and oppose federo. Oguttu attacked Museveni over remarks that former regimes killed many people.
“We heard during the reburial of former minister Shaban Nkutu, Museveni pontificating that his regime has never killed anybody. People have died. Maybe the Government never sat down to say go and kill so and so, but state organs have killed,” he said.

He said the FDC supports the establishment of the Truth and Reconciliation Commission.
He said people who carried out political killings should be forgiven after the commission has established the truth.

He said those convicted of embezzling Government funds should not be forgiven.
