The drugs were meant to stop the spread of foot-and-mouth disease that has broken out in the district.
District chairman for production James Byaruhanga on Tuesday told the council at Kamukuzi that the health ministry released 40,000 doses instead of the required 200,000.
Byaruhanga said they needed an explanation about the effectiveness of the quarantine on eight cattle markets and the trade of livestock products in Mbarara.
