Parliament passes UBC Bill

STATE owned Uganda Television and Radio Uganda will merge to form the Uganda Broadcasting Corporation (UBC) if the President assents to the Bill that Parliament passed yesterday.

Parliament passed the UBC Bill, 2004 with amendments.

The committee on presidential and foreign affairs, which scrutinised the Bill with stakeholders, said it fully supported the creation of UBC in order to improve the services of Radio Uganda and Uganda Television.

Information state minister Dr. James Nsaba Buturo assured the House that UBC would be designed in such a way that allows it to generate income that would be ploughed back to run it.

He said the public broadcaster would be obliged to broadcast in all local languages and would provide nationwide coverage.

“We will not tolerate a broadcaster that allows sectarian interests,” he said.
He said UBC would have regional networks.

Buturo insisted that television viewers’ licence fees would be paid by those who have TV sets.
