ARUU County MP Odonga Otto has petitioned President Yoweri Museveni, over “wanton violation of human rights and intimidation.â€
Otto said in a four-page petition he delivered to State House, Nakasero at 12:45pm yesterday, that supporters of opposition groups like the Forum for Democratic Change (his party) had been arrested, tied up and forced to march like bulls.
He said, “the fusion of the state and the Movement had set ground for zero political tolerance, intimidation and violation of human rights.â€
He said movement functionaries were coercing people to support the NRM-O or risk withdrawal of relief assistance.
He said the UPDF maimed, tortured and killed civilians as they went to their gardens to get food and firewood.
Army spokesman Maj. Shaban Bantariza called the accusations criminal and irresponsible.
Otto (right), called on the President to appoint another resident district commissioner to replace Sylvester Opira of Pader, whom he accused of excesses and partisanship.
“I strongly believe that you hold the key to a peaceful transition, therefore lack of restraint on your part to the excesses of some of your cadres shall make you an immediate obstacle and a stumbling block to the transition,†Otto said in the petition.
Beatrice Wabudeya, the minister in charge of the Presidency, was not available for comment.
Otto called on the Government to allow displaced people who want to go back to their homes to do so and give them assurance of protection.
