Basajja to lose tender

KAMPALA City Council (KCC) has directed Nakawa Division to cancel a tender it illegally awarded to city tycoon Hassan Basajjabalaba to run Bugolobi Market.

KAMPALA City Council (KCC) has directed Nakawa Division to cancel a tender it illegally awarded to city tycoon Hassan Basajjabalaba to run Bugolobi Market.

Town clerk James Sseggane said on Thursday that he had instructed the Nakawa principal assistant town clerk, Noah Bukenya, to reverse the decision.

The division recently contracted Haks Express Ltd, a firm owned by Basajjabalaba, to run the market, which has over 500 stalls and shops.

Sseggane said the district executive headed by mayor John Ssebaana Kizito, expressed concern that the division contracted Haks without going through the tender board.

The Kampala district Tender Board is responsible for awarding contracts in the five city divisions.

“I have instructed the town clerk to cancel the tender immediately. If the division has someone who wants to run the market, it must go through the tender board. That is the law. What they did is illegal. They have to advertise so that firms bid. The company interested in the market is free to bid,” Sseggane said.
