Obote’s return to delay â€" UPC

FORMER president Dr. Apollo Obote’s return will be delayed as the Uganda People’s Congress (UPC) carries out consultations with the authorities in Uganda and Zambia.

FORMER president Dr. Apollo Obote’s return will be delayed as the Uganda People’s Congress (UPC) carries out consultations with the authorities in Uganda and Zambia.

Haji Badru Wegulo, the UPC constitutional steering commission (csc) chairman, yesterday said it was not possible for Obote to return before every stakeholder had been consulted and had agreed.

Wegulo said the party was not aware of the impending arrival of Obote’s son, Jimmy Akena, today.

“I don’t know how that date was set. The return of a person of that type (Obote) has so many stakeholders, including the governments of Uganda and Zambia, the United Nations and the party. All those have to be consulted so that nothing goes wrong. But we have not started the consultation yet,” said Wegulo.

“This is not a process that can take only one month. I do not see how we could accomplish it by May 27th,” he added.

Wegulo said, “The son may have to go through some of the processes required of the father. I think I need to check further but I am unaware of his pending arrival.”

Akena said last week on a local FM station that he had gone through the process and would be arriving in Uganda today to participate in the political transition.

He has, however, not responded to The New Vision e-mail asking him to confirm his return.

Dr. James Rwanyarare, the chairman of the UPC presidential policy commission (PPC), which was replaced by the CSC, announced last week that the party would bring back Obote on May 27.
Rwanyarare, however, declined to delve into details but said Akena would arrive ahead of Obote.
The PPC was scrapped a day after the announcement and replaced by the CSC.
