Increase defence budget, say MPs

MPS have called for the revision of the defence ministry budget, saying it is below the target.

The defence and internal affairs parliamentary committee discussed the defence ministry budget on Thursday.

“The ministry should return the budget to the budget committee for revision. It is far below the level and we may not pass it,” said members of the committee, chaired by Amon Muzoora (rwampara).

Defence state minister Ruth Nankabirwa, who tabled the sh349.08b budget framework paper for 2005/06 to the MPs, said the ministry had huge salary increment arrears that had accumulated over four years.

“Our officers and men have never received the 10% salary increment announced by the Government to all ministries four years ago. Given the ministry’s 130b salary wage, the arrears translate to about sh13b annually,” Nankabirwa said.

She said the ministry found it too huge a burden to settle internally as the finance ministry proposed.
