THE Inspectorate of Government (IG) has told Luweero court that the embattled chief administrative officer (CAO), Simon Mpiira, who is implicated in a sh40m financial scam, used an unidentified six-year-old child’s name to claim money for tractor spares in 2002.

Testifying before court on Wednesday, a senior official in the inspectorate, Moses Lwatta, said one of the letters requesting for payment was signed by Conrad.
He said when he went to find out at SHICO investments, the company that purportedly sent the letter, he was told that Conrad was a child.
Lwatta said inquiries in the district works department indicated that the tractor spares were not delivered, yet Mpiira insisted that the goods were purchased.
Mpiira was implicated with the chief finance officer, Asalph Golola and the chief internal auditor, Mugubya Bbomu.
The chief magistrate adjourned the case until June 12.
