MASINDI district council has opposed the proposed open voting system in local council (LC) elections, saying it would undermine voter turn up.

The council meeting, chaired by the deputy speaker, Fox Kaheebwa, said the Cabinet proposal was wrong.

Lucy Odong, the woman councillor for Kigumba and Masindi Port sub-counties, said the system was not well thought out.

She said it required lining up or raising hands for candidates but voters do not turn up at the same time. Article 68 of the 1995 Constitution subjects voting at public elections and referenda in secrecy.

It says one ballot box shall be used at each polling station for all candidates.
The LC5 education and sports secretary, Kanaginagi Ateenyi (Pakanyi), said he would lead a demonstration against the amendment.
