<b>Loan scam</b><br>KAMPALA — Fraud detectives on Friday arrested another suspect in the Mulago hospital Standard Chartered Bank sh300m loan fraud.

KAMPALA — Fraud detectives on Friday arrested another suspect in the Mulago hospital Standard Chartered Bank sh300m loan fraud. The arrest of Fred Mutesasira of Kisowera zone in Nabuti, Mukono district at mini price Bata on Friday brings the number of suspects arrested in connection with the scam to four. Three other suspects have been charged with fraud.

Pope records
VATICAN CITY — Pope Benedict XVI has entrusted Vatican Radio with the exercise and protection of the copyright and intellectual property rights of all audio recordings of his voice dating back to the period prior to his elevation, with the exception of those rights already legitimately acquired by third parties, the Vatican information service has said.

Judge’s tax
KAMPALA — The Constitutional Court has been asked to declare as unconstitutional, the decision by the Commissioner General of the Uganda Revenue Authority to tax Justice Julia Ssebutinde’s emoluments received while inquiring into the body’s alleged corruption. Senior lawyer Dr. Joseph Byamugisha submitted on behalf of the judge.

Letter sent
KAMPALA — The Government has sent a formal appointment letter to a newly-appointed member of the judicial commission to probe the alleged mismanagement of the Global Fund on AIDS, malaria and tuberculosis. “I’ve been officially informed. I got the letter on Friday evening,” Gerald Mbalire Kasanya said yesterday on phone.

18 arrested
KAMPALA — In a bid to curb the increasing insecurity and lawlessness in the city, Kira road police on Saturday night mounted an operation at local video halls and bars, as well as mounting roadblocks and arrested 18 suspected thugs. Division police chief Patrick Echeku commanded the operation that started at 9:00pm.

Govt pledges more funds
KAMPALA — The government is to increase funding to vocational training institutions to enable them play an essential role in poverty eradication and contribute to economic growth, the Ministry of Education permanent secretary, Francis Lubanga, has said. Lubanga was speaking on Friday at the closing of the 3rd Country and In-Country Training programme at Nakawa Vocational Training Institute.

CAO warns teachers
SOROTI — The chief administrative officer (CAO), George William Omuge, is to sack teachers and civil servants who join political parties. Omuge warned teachers against becoming campaign managers, joining and donning political party colours if they want to keep their jobs. “Civil servants are supposed to be neutral and ready to serve the government of the day,” Omuge said at a workshop at Soroti Flying View Hotel on Friday.

CAO resumes
THE High Court has reinstated Arua chief administrative officer Abdul Isodo who was interdicted in 2003.
The District Service Commission interdicted Isodo on allegations of abuse of office, corruption, incompetence and misconduct.
Court said Isodo should have been given time to defend himself in the council.

Thugs attack
FIVE armed robbers ambushed an Isuzu truck at 12:30am on Friday at Jukia hill on Nebbi-Paidha road and took an unspecified amount of money from traders who were travelling from Mahagi port in the neighbouring the DR Congo.

Clarification
THE Northern Uganda Social Action Fund (NUSAF) has clarified that the Government, not the World Bank, has withheld funds in 18 districts, demanding accountability for previous funding.
The government is demanding accountability before more funds are given, NUSAF’s Martin Okumu said yesterday.

FDC excited

KAMPALA — The recalling of the Uganda High commissioner to the UK, Dr. Thomas Kiryapawo, has excited the Forum for Democratic Change in the UK. However, the members were disappointed that Kiryapawo was to be redeployed in the Electoral Commission. The FDC external coordinator-UK, Sam Akaki, said Kiryapawo had illegally allowed the premises and facilities of the High Commission to be used for partisan politics.

Sh45b deficit
KAMPALA — The Uganda missions abroad will not execute their duties following a sh45b shortfall in foreign affairs ministry budget for 2005/2006. State minister in charge of international relations, Oryem Okello, on Tuesday told the presidential, foreign and internal affairs committee that the shortfall had diverse effects on Uganda’s foreign policy.

Govt asked
KAMPALA — MPs have asked the government to explain the rampant displacement of people from areas gazetted by the Uganda Wildlife Authority. mehangye Idah (kamwenge) said it was the government’s fault that boundaries of game reserves were not well demarcated.

MPs graduate
MUKONO — Two MPs were among the 876 students who graduated at the Uganda Christian University on Friday. They were Kamana Wesonga (Bubulo west) and Victoria Ssebagereka (Kayunga).
