IMF lauds URA reforms

THE International Monetary Fund (IMF) will continue offering technical assistance to Uganda Revenue Authority (URA) following its improved performance and commitment to reforms.

THE International Monetary Fund (IMF) will continue offering technical assistance to Uganda Revenue Authority (URA) following its improved performance and commitment to reforms.

“The IMF has supported URA since its inception in 1991 and we must commend the country for improvement in tax administration.

“Revenue is the source of funding for various domestic expenditures. “Based on improved collections by URA, IMF will continue providing technical support,” Peter Alum, IMF’s country representative, said. He said URA’s good performance deserved support.

Alum said this is what IMF looks at when considering countries to support. Alum was speaking at the launch of the large taxpayers office and URA’s modernisation plan at the Sheraton Kampala Hotel on Friday.

Magoola Kalyebi, the assistant commissioner for modernisation, said international best practices, which improve staff productivity, transparency and service to clients, would be adopted.

“The modernisation programme is retaining the best of the current capabilities and developing new and improved initiatives to enhance professionalism, transparency and revenue performance.

“Modernisation will transform URA into a purpose-driven, client-focused organisation, which will achieve our vision,” Magoola said.

Allen Kagina, the commissioner general (left), said the new URA would be accountable and run purely on business principles.

Dr. William Kalema, who officiated at the launch, asked the Government to help URA invest in modern systems to enhance quick and efficient service delivery.

URA recently launched an ambitious restructuring exercise aimed at ridding the tax body of inefficiencies and alleged corruption.

The restructuring has led to the reduction of staff numbers and the introduction of a Taxpayers Day, among others.
