Kabwegyere swears in city land probe team

LOCAL Government minister Prof. Tarsis kabwegyere (below) on Tuesday swore in a five-member team to investigate the sale, lease and purchase of land in the city.

The commission of inquiry was formed following several complaints to the ministry over alleged illegal sale of land by Kampala City Council (KCC). The complaints are especially of land belonging to schools.

The team headed by Prof. James Katorobo is expected to complete its inquiry by December 11.

The other members of the commission are Paul Sagala, Charles Odere and Daniel Bwanika. Issa Gumonye is the commission’s secretary. They were sworn in at the ministry’s headquarters at Workers’ House in Kampala.

Kabwegyere warned the team to be cautious of illegal land owners who might want to keep a close eye on their work. He said the ministry would watch over the commission’s work from time to time.

Kabwegyere read out 10 terms of references to the commission that, among others, require them to identify and study the regulations and procedures to be followed in the distributing, selling and leasing land in the city by the authorities.

The team is also expected to establish whether the land sold and leased by KCC was valued and also ascertain whether the proceeds were fully collected and banked.
