CONFLICTS have erupted in Toro Kingdom over who will be elected Omuhikirwa (Prime Minister), after Stephen Rwakijuma resigned.

In a statement on October 14, 2005, signed by the regents of Toro Kingdom Isaaya Kalya, Zaverio Byabagambi and Prof. Oswald Ndoleriire, it was indicated that David Rusa had been appointed Prime Minister amid protests from the Queen Mother, Best Kemigisa and other members of the royal family.

Toro minister of palace affairs Mesach Kawamara on Friday said he was not aware of the appointment.

The head of the Royal Babiito clan, Omusuga Charles Kamurasi, also denied knowledge of the appointment of a new premier.

But Ndoleriire said on phone they had appointed a new Prime Minister to be approved by the Orukurato (Parliament).
He said they reached the decision during a meeting for the regents in Kampala recently.

“As long as the King is still a minor, his regents are empowered by the Kingdom constitution to take decisions on his behalf. So we appointed someone capable and we shall call the Orukurato to approve him,” Ndoleriire said.

Queen Mother Best Kemigisa has opposed the appointment done without the consent of the Omukama Oyo Kaboyo and other elderly people.
She said officials were still carrying out consultations on who should be nominated for the post.
