Museveni shuffles the army

THE Commander-in-Chief of Defence Forces, Gen (Rtd) Yoweri Museveni, has promoted army commander Lt. Gen. Aronda Nyakairima to General and appointed him the overall Chief of the Defence Forces (CDF) in a major restructuring announced yesterday.

THE Commander-in-Chief of Defence Forces, Gen (Rtd) Yoweri Museveni, has promoted army commander Lt. Gen. Aronda Nyakairima to General and appointed him the overall Chief of the Defence Forces (CDF) in a major restructuring announced yesterday.

Museveni also promoted Lieutenant Generals Salim Saleh, Elly Tumwine and David Tinyefuza to Generals and assigned them different duties.

Saleh has been appointed Senior Presidential Adviser for the reconstruction of Northern Uganda, Luweero Triangle and Rwenzori war-ravaged areas, his dream project. He will liaise with the Prime Minister’s office to execute his assignments.

The restructuring is part of the professionalisation of the UPDF promised by Museveni in his 2001 re-election campaign.

An ecstatic Saleh said, “Aleluya, Aleluya, Aleluya! God has at last heard my prayers. For years, I have advocated a speedy reconstruction of these areas.”

Tinyefuza was appointed Senior Presidential Adviser and will coordinate the internal and external security organisations while Tumwine remains the chairman of the Army’s General Court Martial at the rank of a Senior Presidential Adviser.

Museveni made the appointments, promotions and transfers on October 23, a statement signed by press secretary Onapito Ekomoloit said.

The UPDF shake-up follows the enactment of the UPDF Act 2005, which restructured the army into land and air forces under the overall command of the CDF. Nyakairima will be responsible for the command, control and administration of the defence forces.

Maj. Gen. Ivan Koreta, the Commandant of Kimaka Staff and Command College, was promoted to Lieutenant General and appointed deputy Chief of the Defence Forces. Koreta will be the Inspector General of the Defence Forces. A total of 34 senior officers were promoted.

Col. Rusoke, who was at the East African Community Secretariat in Arusha, has been promoted to Brigadier and named the Joint Chief of Staff, a post above the commanders of land and air forces in the new structure.

Museveni also promoted Maj. Gen. Wamala Katumba, the Inspector General of Police, to Lieutenant General and appointed him the commander of the Land Forces (Army Commander).

Brig. Kale Kaihura, UPDF’s Chief Political Commissar, becomes Major General and the new Police chief.

“I thank the Commander-in-Chief for his trust in me. It is a big challenge. I will do my best,” Kaihura said yesterday.

Col. Muheesi was promoted to brigadier and named Chief of Staff of the Land Forces.

Brigadier Jim Oweyesigire, who has been the head of artillery and air defence, is now a Major General and becomes the commander of the Air Forces.

Col. Sam Turyagenda was promoted to Brigadier and becomes the deputy Air Forces Commander and Chief of Staff.

Former Chief of Military Intelligence Col. Noble Mayombo has been promoted to Brigadier and appointed the Permanent Secretary in the Ministry of Defence. He replaces Gabindadde Musoke, a civilian.

Col. Leo Kyanda moves from the Presidential Guard Brigade command to the Chieftaincy of Military Intelligence, replacing Col. James Mugira, now the Armoured Brigade commander.

The newly-promoted Lt. Col. William Beinomugisha replaces Kyanda.

Mugira said, “It is all in the service of the country,” Kyanda will be deputised by Lt. Col. Buturo.
