THE latest FIFA law that requires candidates to be representatives of duly registered clubs locks out Denis Obua and most of his executive.

Former vice chairman Godfrey Kwizera, assistant secretary Zubair Galiwango and John Ssemanobe are the only ones on the former executive that are eligible.

Obua, a retired Police officer, made it to the FUFA helm as a Super Division Clubs Association (SDCA) delegate on a Police FC ticket in 1998, but has since been replaced.
Mawanda, who was Obua’s general secretary, made it as a delegate from Mpigi but today lacks a club. Treasurer Shafiq Menya falls in the same category just like his assistant Ahmed Wadrif.

Kwizera and Galiwango have clubs in Kabale and Wankulukuku respectively while Ssemanobe would qualify if elected an ex-international delegate.

Ex-internationals, schools, referees, coaches, women and players form what is called the special interest groups. This category can contest in the elections.

Previously executive members automatically qualified to contest for elections. This applied at both district and national executive level. This privilege has however been removed by the world football governing body which insists that contestants must have clubs active at the grassroots.

In a related development, the Uganda Coaches Association will meet tomorrow to discuss the FUFA grassroot elections set for this Saturday. The body’s secretary Asuman Lubowa revealed that the meeting would take place at Grand Imperial Hotel at 1pm.

“We must meet to discuss the venue and other related aspects before the polls day,” Lubowa said.

Lubowa and Livingstone Kyambadde were representing the coaches in the dissolved assembly that was dissolved last month following the enactment of new FUFA statutes.

The districts that make the FUFA grade to participate in the forthcoming elections are:
Tororo, Bushenyi, Paliisa, Kapchorwa, Sembabule, Mbale, Mbarara, Bugiri, Wakiso, Rubaga, Rukungiri, Masaka, Kabale, Kanungu, Kasese, Iganga, Kalangala, Mukono, Kamuli, Hoima, Kamwenge, Mpigi, Luwero, Pader, Rakai, Soroti, Kabarole, Mayuge, Jinja, Adjumani, Busia, Arua, Mubende, Lira, Makindye, Kawempe, Moroto, Nakawa, Central and Kiboga.
