No place for the inactive districts

KUMI, a constituency for former presidential aspirant Michael Okiror and normalisation committee secretary Patrick Isiagi, does not qualify for the forthcoming FUFA polls.

Kumi was one of the 19 districts listed by FUFA for failure to meet required standards like organising a league of at least five first division teams.

Normalisation committee member Peter Angaya, who hails from Gulu, is in the same boat with Isiagi and Okiror. Isiagi can however be saved by his being an official of Kampala United.

The list of districts that do not make FUFA’s grade that was handed over to returning officer Patrick Okanya has: Tororo, Bushenyi, Paliisa, Kapchorwa, Sembabule, Mbale, Mbarara, Bugiri, Wakiso, Rubaga, Rukungiri, Masaka, Kabale, Kanungu, Kasese, Iganga, Kalangala, Mukono and Kamuli.

Others are Hoima, Kamwenge, Mpigi, Luweero, Pader, Rakai, Soroti, Kabarole, Mayuge, Jinja, Adjumani, Busia, Arua, Mubende, Lira, Makindye, Kawempe, Moroto, Nakawa, Central and Kiboga.
Those missing are Kayunga, Kumi, Gulu, Apac, Kyenjojo, Nakapiririt, Kaberamaido, Katakwi, Kibale, Kitgum, Kotido, Moyo, Nakasongola, Yumbe, Nebbi, Bundibugyo, Masindi, Kisoro, Ntungamo and Sironko.

The qualification means that Mulindwa can no longer contest in Wakiso but will have to tussle it out in the unfamiliar Super Division Clubs Association (SDCA) terrain.

“We welcome him,” said SDCA secretary Kabenge Kavuma. But whether FUFA’s second biggest association that brings 10 delegates to the assembly will accord him the same support he had secured in Wakiso is another issue.

The grassroots elections are scheduled for November 12 and 15. The previous order had Mulindwa and normalisation committee member Justus Mugisha as Wakiso’s representatives.

Mulindwa could probably however still derive some confidence from his pre-February 5, 2005 popularity. A New Vision poll shortly before the February 5 elections that were suspended by government had Mulindwa in the lead. He had 51.5% of the poll, then incumbent Dennis Obua 36.4% while Okiror and Badru Sebyala were favoured by (6.1%).
