LEADERSHIP of the Police has changed with Maj. Gen. Kale Kaihura taking over command from Lt. Gen. Katumba Wamala.

When Katumba took over as the first military man to head the force, many had misgivings. But he acquitted himself well, raising the force's morale through implementing many of the reforms that came out of a public inquiry. He stepped up patrols through public fundraising, improved discipline by weeding out drunks, and was quick to respond to issues raised by citizens.

Kaihura follows in similar footsteps, having come from the military as well. In his many roles, he served well in stemming smuggling as the head of the anti-smuggling force. This should stand him in good stead as it gave him a taste of policing.

But he still faces challenges in expediting prosecutions, increasing the staff complement from the inadequate 15,000 to the requisite 30,000 officers, improving pay and other welfare, stepping up the efficiency of the traffic section, renovating police stations, and increasing financial support from the government.

Given his good track record of getting things done, this shall be just another challenge for which the Police and Ugandans expect. Ends
