STATE House is responsible for some of the major land wrangles in the city, Kampala mayor John Ssebaana Kizito told investigators yesterday.

Ssebaana said State House was illegally giving away Kampala City Council (KCC) land to unknown people on grounds that they were investors.

He was appearing before the commission of inquiry into the illegal sale, lease and purchasing of Kampala land by KCC at Mosa Courts in Kampala.

Prof. James Katorobo chairs the commission.

Some of the KCC plots of land that Ssebaana claims were given away by State House are the Lugogo washing bay and the land being occupied by army veterans in Wakaliga, a city suburb.

“State House illegally allocated the land where the Lugogo car washing bay is located to an Italian on the basis that he was an investor. This land clearly belongs to KCC,” Ssebaana said.

“At one time, Gordon Mwesigye, the former town clerk, attempted to block the allocation of this piece of land to the Italian but he was shut up by State House. I am not sure if this investor has even got a land title or when his lease will expire,” he said.

Ssebaana added, “KCC has land in Wakaliga that it had planned to turn into a playing field and a city garden. However, we found that a group of veterans had taken over the land. I went there personally to try and get these people off the land but I was roughed up.”
