GULU district councillors on Thursday voted in favour of the regional tier system at a special session at the district council hall.

Out of the 36 LC5 councillors, 28 voted in for the regional tier, none voted against the system, five abstained and three were absent during the exercise organised and conducted by the Electoral Comm-ission and presided over by commission registrar Nancy Akello.

District chairman Col. Walter Ochora moved the motion to ratify the Constitution and amend Bill No2.

“Mr. speaker sir, allow me table before this august house the motion for the ratification of the Constitution (Amendment) ( No.2) Bill, 1995, which is in line with article 260 and 262 of the Constitution and by the Referendum and other provisions Act 2005,” Ochora said.

The councillor for Koch-Goma sub-county, Tom Ocitti, who abstained, asked the council what the planning strategy would be, adding that Gulu district council relied on parish development committees to collect data for development.

He wondered whether the regional tier was appropriate for decentralisation and what would befall cultural institutions.
