INDEPENDENT presidential candidate Dr. Abed Bwanika has promised to build Police and army barracks, introduce a loan scheme for students who qualify for universities and cooperate with his political opponents if he wins the 2006 elections.

“Policemen who reside at Nsambya barracks are my witnesses, more than one family shares one uniport and the hygienic conditions are poor,” he said.

He added, “The Kenyan government uses the same scheme. We are to give soft loans to students for tuition and they are to pay them when they start working at the completion of studies.”

Bwanika was addressing a rally in Mukono town on Friday.

Bwanika, who was flanked by Emmanuel Tumusiime, the Forum for Integrity in Leadership chief, said if voted into power, he would share power with his rivals.

“I guess Mukono voters will vote wisely. Vote Nasser Ntege Sebaggala with less than 10%, Miria Kalule Obote 3%, (Yoweri) Museveni 10%, (Kizza) Besigye 20% and the rest is for Bwanika,” he said.

“I want to share power with all other contestants in the presidential race, they should join Parliament and contribute to the development of Uganda.” Bwanika added.

He said he would revive technical institutes to fight unemployment.
